The applicant proposes to demolish the Excelsior Club. This was a major social center for African Americans during the era of racial segregation. The owner is willing to enter into an option to allow the Historic Landmarks Commission to purchase the property at considerably above the most recent appraised value. State Enabling Legislation does not empower the HLC to deny an application for a Certificate of Appropriateness for Demolition. It may only delay the effective date of the COA for up to 365 days from the date of issuance.

The Committee reached a consensus to recommend to the Historic Landmarks Commission that it delay the effective date of the Certificate of Appropriateness for Demolition of the Excelsior Club, 921 Beatties Ford Road, Charlotte, N.C., for 365 days from the date of issuance.

Staff will meet with the owner to explore preservation strategies.

The Historic Landmarks Commission is under contract to purchase the Albert Wallace Log House property. In order to close, the Commission must secure City Council’s approval for designating the property as a historic landmark. Staff judges that the property does possess the required special significance for historic landmark designation. Staff recommends the passage of a motion to recommend to the Charlotte City Council that it designate the Albert Wallace Log House and the 10.39 surrounding acres of land as a historic landmark. The Survey Committee has not reviewed the S&R Report due to the need to expedite prospective designation.

The Committee reviewed the status of Charlotte Streetcar 85 and reached a consensus on the following matters:

1) The Committee believes that for now Streetcar 85 should remain at the North Carolina Transportation Museum.

2) That Lakewood Trolley should develop a comprehensive list of assets it must have in place to operate a viable vintage streetcar line along the Stewart Creek Greenway.

3) That for now the HLC should not increase its financial commitment to the purchase of a cart and generator for Streetcar 85.

4) That the HLC become proactive in its advocacy for the return of Streetcar 85 to Charlotte.
