b.  Reginald Hawkins House, 1703 Madison Avenue, Charlotte. Dr. Tom Hanchett has produced a historical essay on the home of Dr. Reginald Hawkins, a major figure in the Civil Rights Movement in Charlotte-Mecklenburg in the mid-twentieth century.  The Survey and Research Report will be considered by the Survey Committee at its January meeting.  Click Here for Map of Property

6.  The Town of Matthews is seeking to preserve the house at 201 South Ames Street.  The house is owned by Matthews Presbyterian Church, which intends to demolish the house unless it is relocated.  The Town will pay for the preparation of a Survey and Research Report to demonstrate that the house has special significance.  Click Here for Map of Property

Cone House, 9234 Sandburg Avenue, Charlotte, on the Study List of Prospective Historic Landmarks and funding of the preparation of a Survey and Research Report on the Dr. Bonnie E. Cone House.  The owner supports historic landmark designation.  The report would be prepared by Bill Jeffers as set forth in his proposal.

10.  Consideration of placement of the William Peeps House, 831 East Worthington Avenue, Charlotte, on the Study List of Prospective Historic Landmarks.  William H. Peeps was a leading architect of Charlotte in the first half of the twentieth century.  He designed this house as his residence.  It is located in the Dilworth Historic District.  Click Here for Map of Property

12.  Staff Recommendation For Survey and Research Reports

The preparation of Survey and Research Reports is a fundamental function of the Historic Landmarks Commission.  Staff has developed a tentative list of properties it recommends for processing for historic landmark designation during this period.  The owners of these properties will have to be contacted to determine whether they support designation.

3.  Restoration Plan For The Charles E. Barnhardt House, 2733 Country Club Lane, Charlotte.

Sandy Carnegie is overseeing the process of closing on the property, which should occur by November 13th.

Staff will be moving ahead with cleaning up the property and acquiring the statuary which was removed from the property by the previous owner.

Peter Wasmer, Project Manager, will be developing a Request For Qualifications which will form the basis of the bid process.  Staff will limit consideration of bids from parties who had demonstrated experience with working on historic structures.

 

4.  Status Report On The Edward M. Rozzel Farm, 11601 Old Rozzelles Ferry Road, Charlotte.

The property is under contract.  The Due Diligence period will end in December.  Two issues have arisen:

Furniture was removed from White Oak when the property was sold.  It is stored in the c. 1950 house on the Rozzel Farm.  The prospective buyer has expressed interest in the furniture.  Staff believes that the best use of the furniture would be to have it used as part of the improvement of the Rozzel Farm.  There would also be expense in moving the furniture elsewhere.  Therefore, Staff recommends that the furniture be conveyed to the prospective buyer if they close on the property.  

Trash has been illegally dumped on the property.  Peter Wasmer will be overseeing its removal and will attempt to ascertain who was responsible. 


5.  Status Report On The Torrence Lytle School, 302 Holbrooks Road, Huntersville.

The Commission has approved placing the entire property on the market.  If the property does not sell within a reasonable period, six months to one year, the Commission will consider demolishing all but the original school building and placing the property on the market again.

The Commission needs to select a realtor.

Staff has advised the Commission that water is penetrating the roofs of the buildings.  Repairs are needed.

The County continues to upfit the school’s gymnasium as a community recreation center.

Bobby Drakeford has applied for rezoning of the property.  He has informed Staff that he anticipates approaching the Commission in February with a specific proposal of how the Commission might be involved in the project.

The Consulting Director and Mark Miller met with Pat Mills, realtor, and Shirley Fulton, owner of the property.  The Wadsworth House will be actively marketed.  Staff believes that the private market should be given the opportunity to purchase and preserve the house.

The owner is not interested in placing preservation covenants on the house.

Walnut Avenue Project

 

Background

Bobby Drakeford has submitted a zoning application to build townhouses in the Wesley Heights Historic District.  He will be approaching the Historic Landmarks Commission to be a partner in this project.  I believe the project could demonstrate how historic preservation and new construction can be compatible. Obviously, the project must be economically viable.  The regular routine due diligence will have to be followed.  

The concept is to have the Historic Landmarks Commission purchase the two residences at the front of the lot and for Bobby Drakeford to build the townhouses on the rear of the lot.  The Commission would sell the two residences with preservation covenants in the deed to assure the preservation of the residences in perpetuity.

The Projects Committee will be meeting with Bobby Drakeford on October 2nd at 8 a.m. to discuss this project.

Proposal from Bowers Media Group

HLC Staff believes that the HLC revolving fund is a vital component of its activities. The HLC revolving fund is the largest public-funded local historic preservation revolving fund in the United States. It was established in 1991 and has saved more than 50 endangered historic sites in Charlotte-Mecklenburg. HLC Staff believes that a video highlighting the past successes and future possibilities of the revolving fund would be a compelling educational tool. Bruce Bowers is an award-winning videographer who has extensive experience in producing documentaries. HLC Staff believes that he will produce an excellent product.

4. Update on the Status of Former Charlotte Fire Station #10 and the James C. Dowd House

HLC Staff has been contacted by the County and has learned that the appraisal of the property has been secured. The County will be scheduling meetings in the near future to explore preservation options for the property.
