The Commission will consider a request to approve changes to the approved renovation plan for the Carolina Theatre. The proposed hotel tower to be built above the theater building has been delayed. The plans linked above show revisions to the theater renovation and lobby addition that would allow for the theater phase of the project to be completed without the tower.

The project has been reviewed by HLC Staff and the Design Review Committee Chairperson, Garrett Nelson. They have reached a consensus that the plan is appropriate. HLC Staff recommends that the Commission approve the plan as presented.

The HLC approved the subdivision of the property in November 2019 through the COA process. The link for the approved plan is shown below.

Staff proposes that the Commission recommend to the Charlotte City Council that the Edgewood Farm ordinance be amended to reduce the amount of land included in the designation so that the amended ordinance only includes the area shown in green in the plan below.

Final Plan

In December 2019, the Commission approved the de-designation of the property associated with the Victor Shaw House with the exception of the lot containing the historic house and the adjoining two lots that front on Mecklenburg Avenue.

Staff is updating the Commission on the final plan for the lots, which varies slightly from those presented in 2019.  Staff believes the revised plan is appropriate and, if the Commission agrees, no action is required.

The Survey Committee added the following properties to the HLC’s Study List of Prospective Historic Landmarks and instructed HLC Staff to contact owners to gauge interest in historic landmark designation: 1100, 1218, 1404, 1415, 1500, 1930, and 2023 Beatties Ford Road; 2128 and 2140 Senior Drive; 2319 Lasalle Street; and 2515 Booker Avenue.

The Committee also added the Blythe House, 121 Gilead Road, Huntersville, to the Study List. 

d.  Funding of Designation Report for McDonald’s Cafeteria

Staff proposed funding from departmental budget for a designation report for McDonald’s Cafeteria, a resource included in the BFR study, and sought input from Survey Committee. Committee unanimously voted in support of the staff initiative.
