Fundamental to the determination of the special significance of an individual property or place is to understand its importance within the context of the overall built environment.  The Huntersville Survey’s essential purpose is to provide that context.  Once approved by the HLC, the survey will be provided to the Town of Huntersville to guide the town’s preservation planning.

6.  Park Terrace Theater

Park Terrace Theater

Councilperson Egleston has contacted Staff concerning the potential for designation of the Park Terrace Theater. HLC Staff has communicated with Edens, the owner of the property. The property owner is requesting that the HLC delay any consideration of the property until Edens can finalize arrangements with their new tenant, AMC Movie Theaters.

The Historic Landmarks Commission is under contract to purchase the Wallace House. To close on the property, the Commission must secure historic landmark designation for the property.  Staff is preparing the Survey and Research Report.  It will be taken directly to the Historic Landmarks Commission at its May 14th meeting.  Staff will circulate it to the members of the Survey Committee.

6.  Request for Removal of Designation of a Portion of Hennigan Place  Click Here for S&R Report

The owner has received approval for the design of houses to be built on the pasture at the Hennigan Place.  A pre-Civil War structure, the Hennigan Place was moved to this site in the 1970s and restored.  The owner is requesting that the pasture be removed from the historic landmark designation.  The owner states that he will require that the buyers place preservation covenants on the new houses.  The owner has also committed to placing deed covenants on the historic house.  

Staff recommends that before any decision is made that the owner be required to do the following:

Secure legal services to prepare the language of the proposed deed covenants, including the covenant for the historic house, and have the HLC attorney review the language and report to the Survey Committee.

The Committee directed Staff to contact the owner of the Myers Park Shopping Center. The owner stated that he would meet with Staff, but he has given no definite date.

The Committee directed Staff to contact the owner of the Richter House. Staff did so, and the owner stated his opposition to designation.

This property was put on the HLC’s Study List in 2015. Staff believes that the Survey and Research report successfully makes the case for special significance for this property. Staff recommends that this property be considered at the HLC’s March meeting to provide time to visit the site.

The owner supports landmark designation. Staff recommends that a Survey and Research report be funded that would document the Rural Hill Marker, as well as the other stone features erected at Rural Hill and along Beatties Ford Road by Baxter Davidson.

Recommended Motion: That The Survey Committee Recommend To The Historic Landmarks Commission (HLC) That The HLC Recommend To The Charlotte City Council That It Designate The Former Charlotte Fire Station Number 10, 2136 Remount Road, Charlotte, N.C., As A Historic Landmark. The Landmark Shall Include The Interior Of The Building, The Exterior Of The Building, And The Entire Tax Parcel Associated With The Subject Property.

6. Consideration Of Future Areas Of Concentration For Preparing Survey And Research Reports.

a. Towns, including Davidson, Cornelius, Huntersville, Pineville, And Matthews.
b. Threatened Charlotte Historic Neighborhoods, including Villa Heights, Belmont Park, Biddleville, Grier Heights, and Enderly Park.
c. Gold Mining District Of Center City Charlotte.
