HLC Public Hearings

The public will take notice that the Charlotte-Mecklenburg Historic Landmarks Commission will hold a public hearing on the question of designating as a historic landmark the property known as the “Parkwood Avenue Associate Reformed Presbyterian Church” as set forth below to be conducted during the Commission’s regularly scheduled meeting at 6:00 p.m. on the 8th day of April, 2024, via a virtual meeting format. The hearing will allow the public to comment on the potential historic landmark designation of the “Parkwood Avenue Associate Reformed Presbyterian Church,” listed under Tax Parcel Identification Number 08309309, and including the exterior of the building and the approximately 0.606 acres of land listed under Tax Parcel Number 08309309 in the Mecklenburg County Tax Office as of January 1, 2024. Said property is owned by A and E Rental Homes LLC, and is located at 1017 Parkwood Avenue in Charlotte, North Carolina. Such designation would be pursuant to Chapter 160D, Article 9, as amended, of the General Statutes of North Carolina.

The hearing will allow the public to comment on the potential historic landmark designation of the “Thompson-Anderson House,” listed under Tax Parcel Identification Number 00729301, and including the interior and exterior of the building and the approximately 0.535 acres of land listed under Tax Parcel Number 00729301 in the Mecklenburg County Tax Office as of January 1, 2024. Said property is owned by Kirk A. and Leslie Nunez Steffensen, and is located at 858 Concord Road, Davidson, NC. Such designation would be pursuant to Chapter 160D, Article 9, as amended, of the General Statutes of North Carolina.


NOTICE:  The Charlotte-Mecklenburg Historic Landmarks Commission (HLC) will consider amendments to its Rules of Procedure (ROP) at its April 8, 2024 regular meeting to address inconsistencies under applicable state law.

The HLC will consider amendments to its ROP that make clear the following:  (1) every Ordinance designating a Landmark remains in effect unless and until it is repealed or rescinded by the relevant local government board (following a recommendation to do so from the HLC); and (2) that a property owner must apply for and obtain a COA from the HLC for all new construction on a Landmark, including on the designated land of a Landmark following the loss of a designated structure.  Additionally, the HLC will consider an amendment that requires the HLC to (1) assess the continued significance of a designated historic landmark after a building or buildings that are part of that landmark have been lost; and (2) determine whether or not to recommend to the local governing board that the ordinance designating that landmark be repealed or rescinded.
