The Historic Landmarks Commission will meet on May 14, 2012, at 6:00 p.m., in the HLC office at the Ratcliffe-Otterbourg House, 2100 Randolph Road, Charlotte, N.C.  Contact the HLC office at 704-376-9115 if you have questions.

The Design Review Committee met on Wednesday, April 25th at 8:00 a.m.

 

Applications for Certificates of Appropriateness.

      A. Torrance Mill, 7828 Gilead Road, Huntersville, N.C.

The applicant has determined that the State Utilities Commission does not require the clearance of trees in the easement.  The applicant has provided the mandated tree survey.  The applicant has reported that the clearance of trees will not adversely affect the mill ruin and that portion of the easement that is within the historic landmark.

THE DESIGN REVIEW COMMITTEE PRESENTS A SECONDED MOTION TO    RECOMMEND TO THE  HISTORIC LANDMARKS COMMISSION THAT A CERTIFICATE OF APPROPRIATENESS FOR THE TORRANCE MILL, 7828 GILEAD ROAD,  HUNTERSVILLE, N.C., BE ISSUED AS APPLIED FOR WITH THE FURTHER STIPULATION THAT AN ARCHITECTURAL HISTORIAN BE PRESENT DURING THE REMOVAL OF TREES TO ASSURE THAT THE REMOVAL OF TREES DOES NOT ADVERSELY AFFECT THE MILL RUIN AND THAT PORTION OF THE EASEMENT THAT IS WITHIN THE HISTORIC LANDMARK.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

The Projects Committee met on Wednesday, May 2nd at 8:30 a.m.

 

        A.  Grier-Rea House, 6701 Providence Rd., Charlotte, N.C.

 

THE PROJECTS COMMITTEE PRESENTS A SECONDED MOTION TO    RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION TO SECURE THE SERVICES OF A PLANNING CONSULTANT TO DEVELOP A SITE PLAN DEPICTING THE NUMBER OF HOUSES WHICH CAN BE CONSTRUCTED  BY RIGHT ON THE PROPERTY UNDER EXISTING ZONING FOR THE GRIER-REA HOUSE, 6701 PROVIDENCE, RD., CHARLOTTE, N.C.

 

       B.  Torrence-Lytle School, 302 Holbrooks Road, Huntersville, N.C.

 

Staff Recommendation:

In accordance with the consensus of the Torrence Lytle Stakeholders meeting, Staff recommends that the Projects Committee recommend to the HLC that it direct Staff to work with the Town of Huntersville and neighborhood residents to develop a Request For Proposals that would contain at least the following obligations on the part of the buyer.

a.   That the history of the Torrence-Lytle School be celebrated in an appropriate manner, e.g., signage, exhibits, media presentations, etc.

b.  That a suitable space be provided for meetings of residents of the adjacent neighborhood.

c.  That all preparatory costs, including demolition of any buildings, be borne by the buyer.

d.  That the HLC recoup all expenses it has incurred during its ownership of the property.

e.  That the buyer provide a timetable within which all improvements to the property will be completed.

 

THE PROJECTS COMMITTEE PRESENTS A SECONDED MOTION TO    RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION TO APPROVE THE STAFF RECOMMENDATION WITH THE ADDITIONAL PROVISO THAT PREFERENCE BE GIVEN TO PROSPECTIVE BUYERS WILLING TO PRESERVE ALL OR SOME PART OF THE HISTORIC BUILDINGS OF THE TORRENCE-LYTLE SCHOOL, 302 HOLBROOKS ROAD, HUNTERSIVLLE, N.C.. 

 

       C.  Funderburk-Plaxco House, 316 E. Matthews Street, Matthews, N.C.

 

 

In Executive Session the Committee voted to recommend to the Historic Landmarks Commission that an offer be submitted to purchase the Funderburk-Plaxco House.

 

       D.  Millhouse at 409 Park Ave., Pineville, N.C.

 

The millhouse, which is a designated historic landmark in Pineville, is being foreclosed on by Mecklenburg County for unpaid taxes.  It will be offered for sale within the next two months, and the HLC has agreed to submit an offer of up to $9000.  If the HLC acquires the property, it will develop a preservation strategy which might involve marketing the property "as is," restoring the house, or demolishing the house and marketing the property as a vacant lot but retaining landmark status so the HLC can retain design review authority over what is built there.
