The Historic Landmarks Commission will meet at 6 p.m. on March 12, 2001.  The meeting will occur at the Ratcliffe-Otterbourg House at 2100 Randolph Road.

A.  Certificate of Appropriateness for Helms-Bell House.

MS. BOS PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE HELMS-BELL HOUSE, 2021 EUCLID AVENUE, CHARLOTTE, N. C., BE APPROVED AS REQUESTED REGARDING THE FOLLOWING MATERIAL ALTERATIONS: 1) INSTALLATION OF A PERGOLA TO THE RIGHT OF THE FRONT PORCH AS SHOWN ON A PLAN OF EARLY SANBORNE MAPS WITH WOOD COLUMNS THAT WILL MATCH THE EXISTING WITH WOOD BEAMS AND CROSS BEAMS AND 5/4" x 6" TREATED WOOD DECK BOARDS 2) INSTALLATION OF THE ORIGINAL SHUTTERS - THE ORIGINAL SALVAGED WOOD OPERABLE LOUVERED SHUTTERS WILL BE REINSTALLED WITH TRADITIONAL HARDWARE. 3) REPLACEMENT OF THE PORCH RAILING AS INSPIRED BY THE DESIGN OF THE FOYER SCREEN AND SIMILAR TO OTHER HOUSES WITH ORIGINAL RAILING OF THE NEIGHBORHOOD NOW FOUND IN FOURTH WARD 4) INSTALLATION OF A SIDEWALK FENCE WHICH EMPLOYS ARCHITECTURAL TRIM FROM THE HOUSE AND HAS POSTS WITH PLINTH BLOCKS, FLUTED SHAFTS, BULLSEYE BLOCKS WITH ROUND AND ACORN FINIALS 5) INSTALLATION OF A HISTORICALLY APPROPRIATE GAS LAMPPOST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation.  Approve Committee recommendation.

B.  Certificate of Appropriateness for Rural Hill Plantation.

MS. COX PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE PROPOSED MASTER PLAN FOR RURAL HILL ON NECK ROAD BE APPROVED IN CONCEPT WITH THE UNDERSTANDING THAT THE MASTER PLAN SHOULD BE SENSITIVE TO THE ARCHEOLOGICAL RESULTS OF THERMAL IMAGING, THAT THE CULTURAL/VISITORS’ CENTER SHOULD BE AS UNOBTRUSIVE AND AS LOW PROFILE AS POSSIBLE, THAT LANES/ROADS ON THE PROPERTY, EXCEPT FOR MEADOW LANE, WILL SERVE PEDESTRIANS, WAGONS, ETC. AND SHOULD NOT BE ACCESSIBLE TO AUTOMOBILE TRAFFIC, AND THAT THE PERIMETER ROAD TO THE NORTH OF NECK ROAD SHALL PENETRATE THE TREE COVER WHEREVER FEASIBLE.. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

4.  Survey Committee Items.

The Historic Landmarks Commission will be considering three properties for designation as historic landmarks.  They are:

A.  Charlotte Coliseum (Former) and Ovens Auditorium. Click for Survey and Research Report.    Click for Addendum to Survey and Research Report.

Staff Recommendation.  These buildings are among the most important in Charlotte's post-World War II built environment.  A. G. Odell, Jr. was Charlotte's most distinguished modernist architect.  Also, the Commission's post World War II Survey identified these buildings as worthy of listing in the National Register of Historic Places.  They should be recommended for designation.  Remember, however, it is the City Council (the owner) that will determine whether they become landmarks.

B.  Rozzell House.  Click for Survey and Research Report.

Staff Recommendation.  The Rozzell family has been prominent in the life of western Mecklenburg County for more than 150 years.  This house is a significant reminder of the rural heritage of Mecklenburg County.  Also, the Commission will need to have the house and land designated if it intends to move ahead with the purchase and restoration of the house.  It should be processed for designation as a historic landmark.

C.  Electric Supply and Equipment Company Building.  Click for Survey and Research Report.

Staff Recommendation.  Please note that I prepared the Survey and Research Report on this property.  I did this as a personal favor to the owner, and I received no compensation.  However, I do not feel that it is appropriate for me to make a recommendation.
