1. Chair’s Report: Ken Pursley
Mr. Pursley introduced Jennifer Coots as a new member of the Committee. Each member of the Committee and each member of the HLC Staff introduced himself or herself.
2. Consulting Director’s Report: Dan Morrill
Dr. Morrill expressed his appreciation for each member’s service to the Committee.
3. Preservation Planner’s Report: Stewart Gray
Mr. Gray reviewed the Secretary of the Interior’s Guidelines, which the Commission has adopted as its guidelines for determining the appropriateness or inappropriateness of proposed alterations of historic landmarks. The Committee participated in a discussion of how the Guidelines should be applied in specific instances.
4. Applications For Certificates of Appropriatenss.
a. Parks Cramer Company Building, 2000 South Boulevard, Charlotte, N.C.
Staff explained that the applicant is seeking approval to make modifications to the existing steel-framed mezzanine. This would involve the complete removal of a recently-constructed portion of the mezzanine, as well as the removal of approximately 50 percent of the existing mezzanine.
The Committee engaged in a lengthy discussion of the proposed modifications. Some members questioned the need for the removal of portions of the mezzanine. The applicant explained that the tenant of the space would have to gain greater head room in portions of the space, which will be used as a restaurant. Some members of the Committee stated that they believed the intended modifications were not appropriate as measured against the Secretary of the Interior’s Guidelines.
MR. ELLIOTT PRESENTED A MOTION SECONDED BY MR. GIESER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT IT ISSUE A CERTIFICATE OF APPROPRIATENESS FOR MATERIAL ALTERATIONS TO THE PARKS CRAMER BUILDING, 2000 SOUTH BOULEVARD, CHARLOTTE, N.C., AS PRESENTED. THE COMMISSION APPROVED THE MOTION WITH MR. PURSELY AND MS. COOTS VOTING IN OPPOSITION.
